Out of Balance

Almost impossible to progress. Needs a better balance among components so players dont get bored. Cant expand without permits but cant get permits without finishing town hall. Cant finish town hall because cant get needed items from voyages even after dozens of tries. Cant keep boats out because cant get enough passengers because cannot expand to build or increase population limit... Finally got bored trying. Deleting app.
